Open water 潛水入門中最受歡迎的證照，全球已有數百萬人取得PADI開放水域潛水員證照。 完成開放水域潛水員訓練，代表俱備基本的潛水知識與技巧，可憑證照至世界各地租借裝備、氣瓶或聘請潛導，進行潛水觀光。 訓練期間，最大潛水深度為18公尺，取得證照之後建議不要超過休閒潛水的極限40公尺，也建議經常練習累積潛水經驗，或參與進階課程增加技巧熟練度。
